The problem with everything Israel did since last year is there's almost nothing they did which aren't predictable.
Their tactics, methods, equipment are all the same as 10, 20 and 30 years ago, they're still flying F-15 with JDAMs, still using the same tanks, same infantry tactics, still using the same air defence, still doing assassinations and bombs civilians en-mass. The pager attack was the only new tactics, and even that's a one time card that did limited damage.
Iran on the other hand now has drones and missile able to reach Israel and able to penetrate their defences, which they didn't have 20 years ago, a rebel group like Houthis are now able to blockade the Red Sea which was unthinkable 20 years ago, Iran now has a well developed logistic network crossing Iraq and Syria which would be very difficult without a now sympathetic Iraq and Syria. Finally Iran now receive much greater and direct defence assistance from Russia they didn't have 20 years ago, and most importantly the west and Israel failed to predict or failed to keep up with any of these developments.
Israel still have the stronger conventional force enabled by US supplies, but their next moves can and has all be predicted multiple steps in advance. How high they climb the escalation ladder is the only uncertainty they can project, but because they're reliant on American technology, and American technology has been stagnant, there's very little new methods they can offer, and people in the region has more than adapted.
