Well to be fair... the Indian government seems to be pouring concrete to form a somewhat more permanent barrier to stop protestors... while giving slump like sheet metal constructs to shelter their troop a few thousand meter above sea level in -30C temperatures... so they kind of have a point and I get where they are coming from...
