The left outboard does appear to be larger than the rest in the above image but I'll say it is just a normal engine with its maintenance hatches opened. Normally when you mount a new engine on a quad-engine test bed, it will be installed on one of the inboard mounts as this will induce less yawing moment if that engine flamed out.

just to be sure: really at Xingcheng aka the HQ Naval Aviation University? Or not more likely Huangdicu, which is often also known as Xingcheng-2?

According to the original poster on Weibo, he just said that he went to Xingcheng early this month, plus I quote his last sentence: "As far as I know, Xingcheng has a PLA Naval Aviation Training Base".

He also photographed several J-15s conducting training flights there.
