Despite the rapid introduction of the newer J-16, I believe the JH-7A still have some of its uses. It can serve as a nice low-tier complement to its more expensive counterpart. As long as it can carry PLA's newest anti-ship and anti-radiation missiles, it would still pose a threat to enemy vessels and radars.

With its high wing loading, JH-7A can skim water/surface quite comfortably, while J-16 may find such a flight too bumpy. This makes JH-7A an excellent ultra-low-altitude penetrator.
