It took about three hours so there was plenty time. But the captain argued he was afraid the waves would sweep the passengers away if he ordered evacuation and water was too cold. And he said the angle was too steep to use lifeboats.

The captain had a point, he made a maritime emergency call and was hoping for the coast guard to come quickly and do all the rescuing for them, instead of going with the procedure at the time he got "stage fright" at the moment and panic.
