I'd love to see it happen.I am also hearing some people say Japan may join up with Boeing and resurrect the YF-23 design and develop the F-3 based on those designs.
Japan will develop a new engine, new radar systems, etc. but is said to adopt the YF-23 design as a basis.
Would be interesting if Japan actually comes through with this idea.
I take that you agree with me about the "chance being equal". It was equally slim, after Trump go to the white house, it may be equally bigger.So if Japan had an interest in the YF-23, (we know they do, since they are working very hard to field an indigenous 5 gen), under the Trump administration, (President Elect Trump has already stated for the record that Japan needed to do more for its own defense), so anything is possible in this new administration, including the rebirth of the F-22, (if the Japanese were willing to help with development and manufacture?) or even the introduction of the resurrection of the YF-23.
The world is a much more dangerous and threatening place since the F-22 production has ended, in fact these changes were coming before, but poor old Bob Gates could have never admitted that he couldn't read the tea leaves??? Heh! Heh! Long story short, the F-22 or YF-23 would fit into our "use what you have in a system of systems??".

Which one's chance is lower?No it is actually a few notch lower since it is only the air frame and not the entire system which will be developed separately by Japan.
It will be a US-Japan joint project but the US only requires to provide the schematics to recuperate the original cost making it a win-win project for both parties.

The only SAM system within the Japanese arsenal that has the range equivalent to ESSM is the type 03 medium range surface to air missile.
Beside if you read my original post you'll see I wrote a rumor (non confirmed information, etc.). The only thing I can say is that there is an actual project to replace the ESSM.
