But firstly, all you have seen are just some internet posts, and 99% of them are from Chinese government. In fact, I really hope China does some propaganda about their military issues, because we lack information.
A minor thing is that you are contradicting yourself in just one paragraph: In one sentence you are saying it's propaganda, in another one you are saying there's so little information. If there is propagand, don't you think there should be huge amount of info available, not matter it's fake or not.
Secondly, most of the stuff on the internet about china's military are not authoritive, because A: the Chinese government never releases any info on non-export oriented things, B: the western intel organizations don't bother to clear the truth (it's not their job anyway), they just want to use the confusion.
So, about china's military, trust your own analysis and prepared to be proved wrong. That's the fun, unlike other countries's situation, you just pay and believe in what you are told.
Yes but during the Cold War the USSR had a centralised 'command' economy
so did it really matter what the budget was since they could order anything
they wanted from the rest of the economy ?
Also this made it a whole lot more efficient in terms of military procurement
though I'm not saying that it was efficient in other ways.
Russia invites China to co-develop 5th-generation jetfighter
Zhuhai, Nov 3: Russia has invited China to participate in the development of a fifth-generation jetfighter, Deputy Director of the Federal Service for Military-Technical Cooperation Alexander Denisov said.
"Russian Air Force will phase into service a fifth-generation aircraft designed under a Sukhoi Company project. Work in this area is proceeding according to an established timetable. We hope that the aircraft will be rendered airborne on time and that our Air Force will get the plane they want," Denisov said.
We suggest that some countries, among them the People's Republic of China (PRC), participate in this project, he said while talking to journalists at the Airshow China-2006 here yesterday.
In response to a question regarding assistance to China in construction of it's first aircraft carrier, he said, "If there is a respective request on the part of the PRC, we shall examine it, of course. My opinion is that such a request would not run counter to any existing international norms. Therefore, such cooperation is possible".

According to several insiders, this prototype is a twin-engine stealth fighter with internal weapon bays.
Engines will be size reduced WS-10 modification with smaller by-pass ratio, thrust 110KN and t/w ratio 9.0
What radar will be used is not clear, however it's more likely an AESA from 14th institute.

Russia Proposes Joint Fifth Generation Fighter Development to China
Russia is proposing China take part in the development of the fifth generation fighter, the deputy manager of the federal service for military and technical cooperation and head of the Russian delegation, Aleksandr Denisov, reported to journalists at the Airshow China-2006 air salon in Zhuhai.
"The choice already has been made in Russia: a fifth generation based on the Sukhoy company's project will be adopted into the inventory by the Russian air force. We are offering some countries, including the PRC, participation in this project," Denisov said.
He also did not rule out that Russia may help China in the construction of her first aircraft carrier if the Chinese side makes a corresponding request.
