Here is what I have observed the "quality" of Chinese official channel or PR agencies of recent years.
Examples are:
- They have gained a lot of "freedom" in presenting things with low accuracy.
- They are "allowed" to make mistakes or twists out of what ever reason, personal taste or desire of the person who makes the video or other materials.
- Their overall quality can be very low.
My attitude to this video is that, it is just a promo, even if a two-seater program exist without my knowledge, I won't be excited by this video probably because I don't really care a two-seater, don't see a purpose for it.
- CCTV news channel field reporters (not the 19:00 anchors) have repeatedly NOT able to speak standard Mandarin. Make sentences out of grammar. Pronounce the word wrongly.
- A friend of mine works in a CCTV company that does video editing, they use materials that not necessarily represent the real thing, but just represent the idea, for example a footage of last summer is ok to be used in a report for this summer. By their standard, it would be OK to use footage of F-22 in place of J-20 if not because of the canards.
- The other example is the 81.cn site's video that we all know.
We've been hearing for the last year or more from rumours that a twin seat was in development, e.g. Yankee.
With some speculation that things such as that award for a twin seater was in relation to a twin seat J-20 as well.
So I wouldn't exactly say a twin seat J-20 has been unexpected, but it's index of confidence until now certainly hasn't been as high as J-XY or H-20.
