They are result of low bit rate in video, high compression ratio in photo, and low bit depths of the image, not necessarily result of photoshopping.Now this picture looked even more photoshopped. Look at the bubble-like artifacts in the bottom half of the picture and the uneven whitish edges of the J-20 that were not seen in the previous picture.
For example, if the bit depths of the image file is 2, the possible values are 0, 1, 2, 3. However let's say human eyes can detect difference of 10 bits (0 to 1023). So a image file with bit depths of 2 will translate all values from 0 to 255 to 0, 256 to 511 to 1 etc. So you will see the abruptive color changes (the bubble-like artifacts).
