They are flexible to accomodate bending.I noticed that they cut notches into the rear section of the actuator. What’s the purpose behind it?

Possibly pliable and moves with the actuator in order to maintain stealth in deflected positions. Otherwise, deflection may reveal some non-stealthy surfaces (whether by shape or inability to use stealth covering in between moving parts with tight clearance).I noticed that they cut notches into the rear section of the actuator. By deficiency you mean the slits/notches?One must scrutinize the actuator housing for the J-20. Compare it with the F-22 and the F-35. I smell a technological deficiency for the Chinese team here.
