You may remember a member called "maya" (well known for his engine leaks) who said to fully complete the development of the WS-15 would take at least 10 yeard from the successful completion of high altitude 'core testing'. That was back in 2008/2009.
So by the most optimistic estimates, the final version of the WS-15 would be ready to be tested on the J-20 by 2019 but will takes more years for mass production.
IMHO 2025 (ish) would be a realistic date for the 1st WS-15 powered J-20B to enter service.
J-10 entered service around 2004 while the J-10B around 2013. Even if we reduce the J-20B development to 4 years that'll still be 2020+ timelines.

STR 20°/sec with actual engine ; all fighters 12 -28 °/sec, ITR 18 - 35°/sec
