Two things revealed to me in that single photo.

1. Chinese use marble for its air base hangar roof.

2. You can sneak up and photograph top secret Chinese stealth fighters under development on the said hangar roof.

And this "technician" could be violating the protocol as he might think that he could away from taking the picture for fun or showing off to friends.

There is no 'could' about it.

Although it's probably not a CAC employee who took the photo. They should all know better, and there would also be protocols and rules that should be in place to prevent that even if anyone was daft enough to try.

Standard procedure when entering a secure area is to turn in any mobile phone, cameras and other electronic equipment at security.

CAC employees might also qualify to be issued with the new government issue secure smartphones that China has produced, with hard wired encroption and no integrated camera.

It was most likely some big wig who security didn't want to hassle who got in with his private phone to take the picture.

I think that is an area China should and need to improve on, as there is still a culture of being nervous about applying rules to high officials, and worse, officials who take personal offence at being subject to standard security procedures.

Hopefully they trace the photo back to the official and make an example of him to help erase that bad habit.

It's probably gonna end up costing his job. If he took the photo via phone and didn't clear the metadata, it isn't exactly hard to pinpoint when and where the offence took place.
