In my humble opinions,
1. Cameras may be better positioned inside the weapon bays.
2. One single camera may not be sufficient to monitor opening weapons bays, especially bay doors exposing to high speed airflow.
3. It may be the best position to mount the RCS enhancer, for example, F-22 And it also looks like F-22's RCS enhancer.
