All these years there has been a single official statement on f22 and f35's rcs and it didn't come from LM but from USAF, back in 2005. It stated, without any context or further clarificiation, that f22's rcs (in unknown conditions) is comparable with a marble and f35 with a golf ball. When one uses metallic balls of those sizes (using most used marble size) one gets 0,00016 m2 for f22 and around 0,0014 for f35.
That may (and probably is) applicable for best angles versus EM bands for which the airplanes' RAmaterials are best suited against. Also, since it was in 2005., it is quite possible that f-35's value was based on the goal for f-35, not actual f-35. Real value may be slightly different.
