This is just perplexing to the point where I wonder how the heck PLAN themselves keep track of planes. Also, do you have any idea what the 7 digit H numbers mean?View attachment 79260
Here we have 0320 as H1102171... 0318 is H110116sth... but 0303 has a number that's larger starting with 12, while also having the position of H number and serial number reversed.
@Deino I was about to comment about the H number too.

Here is a partial list of numbers

SerialH numberBatch
04H11111040105
07H11111070108
13H11111130204
23H11111230214
30H17410300303
67H11011670318
71H11021710320
72H11021720321
Edit:add 72

IMO, 04 to 23 belonged to a flight group (brigade/regiment/dadui/whatever?), 30 belonged to another different flight group, and 67 to 72 belonged to a third flight group.

Aircraft from the 3rd production batch were distributed to two different flight group, i.e. second group in which aircraft #30 belonged, and the third group in which #67, #71 and #72 belonged.

One possibility is 0301 and 0302 replaces previously lost aircraft and 0303-0307 are assigned number 30-35, 0311-3020 are assigned 6x. 0321-0324 are 71-74, That leaves 0308, 0309,0310.
