So export will diminish what's available to China. If it's only 25, it will be for a year. If it's to put pressure on a sour common neighbour it's not a big deal and it left some for domestic uses.
Peace time production rate is normally a fraction of the maximum that is reserved for war time. I remember many years ago reading an article in CJDBY that China was only using 25% of its aircraft production capacity in that particular year.

I don't know how much of the capacity they utilized in 2021, but I believe they are capable of making enough air frames for the need of China and Pakistan. The major constraint is the engine procurement.

How many J-10 are build each year ? Do China have already build enough refurbishes their unit and have time to build for others or they have a build line for export?
For export-oriented fighters, real full production capacity tends to be higher than one actually used by the local force. There are exceptions (mostly overstretched jobs programs), but not too often.
Partially precisely due to the need to have a margin for the foreign customers (but also for replacements for possible losses, and so on).

Zero indication of that and it doesn’t make sense. The PLAAF have JH7s, Su30MKKs, J16s and UCAVs for ground attack on top of H6s and land based missiles/MLRS and naval options. J10As lugging LGBs doesn’t really add much value for ground attack.

While individually, J10Cs are far superior to J10As in just about every field, much of those advantages are reduced in the context of realistic large scale air combat. Since you would reply heavily on AWACS and data links in real world combat, meaning better individual fighter radars and IRSTs will not be such a huge deal.

I expect the J10As and J10Cs to instead focus on aspects of air combat that maximises their respective strengths. With J10Cs loading up on PL15s to do long range alpha strikes, which will also aid the J10As in getting closer to those their PL12s before all piling in to finish what is left with PL8s and PL10s.

When used like this, 10 J10As and 10 J10Cs should perform almost as good as 20 J10Cs.
