If the United States was really concerned with the threat of the PLAAF all they would need to do is to eliminate those rocket factories in the early hours of a war.

If the United States was really concerned with the threat of the PLAAF all they would need to do is to eliminate those rocket factories in the early hours of a war.
They would have to reach those factories first, in order to achieve that objective. Talking about it is one thing, actually doing it, is another.

It's a joke. The running theme is that the PLAAF likes to put rockets on almost all of its combat platforms.
I believe this is the bird that will participate in Aviadart 2018.
