In simpler terms, Israel is doing what Western and many other countries have already done in the past centuries. The only difference is that nowadays ethnic cleansing is "frowned upon" by the "civilised" world
Diego Garcia was ethnically cleansed in it's entirety only about 50 years ago, by US/UK and they've upheld their position regarding the crime at UN as recently as 2019 where a resolution calling for decolonization was voted down by the usual offenders in a vote of 116-"for" versus 6-"against" decolonization. (One of the six was Israel .. no surprise there)

Unlike Palestine and other conflict areas, Diego Garcia (Mauritius) has very little exposure and influence in the globe, thus hardly anybody even knows about it. Very easy for MSM to censor and very difficult for any outsider to be exposed to it.

It's not so much that they (governments) frown about it; rather that the average citizen now has access to and awareness of such events which they previously did not.

Independent and social media has exposed the propaganda and lies of mainstream media. In previous conflicts, MSM was the only provider. You can see that even now MSM is still harping that same old scripted propaganda, but it's not making as much effect.

Western governments, in general, do not care about crimes against humanity unless it's being done by somebody other than them. "Above the law" behavior, typical of feudal monarchs.

Only real difference now is that the rest of the world, which once looked up to the West, are beginning to realize emmasse that the West is rotten to it's core. In the past, only academics knew of this for surety, but now it's out in the open even for the most illiterate.

Do you understand that the video is propaganda to intimidate the IDF?

Sure. If this is meant to be intimidatory, then actual video footage of the GB patrolling would be a show of capability - that we can have you under observation and you are none the wiser. The inevitable ambush and casualties is just a matter of when (of our choosing) not if.

Doing CGI video clips of IDF soldiers patrolling (badly done too) intimidates how? The comic effect of a totally incongruous shadow spoils the intimidatory effect - kinda like Mike Tyson with a squeaky helium voice. Better off for squeaky Mike to not speak and just punch.

Or we just aren't the target demographic of the propaganda video.

It's likely actually somewhat to quite effective propaganda against Israelis.

Likely, from what I've garthered (some people showing translated posts/tweets etc.), Israelis are pretty darn scared of Hezbollah, wouldn't surprise me if this video was effective against them.

Hezbollah did manage to stop Israel back in 2006, and they had just a fraction of the equipment and training they have now. It is one of the reasons why they are so reluctant to move on them despite the fact they are causing far more damage to the IDF than Hamas, as there is no coming back from that.
