Think of these islands as giant ships of PLAN. If any PLAN ships get bombed, do you consider that as an attack against China?

Since they are not giants ships of PLAN, your hypothetical question is irrelevant.

How about a question based in facts of known events?
If the PLAN shot another nation's sailors with 37mm naval guns, would that count as an attack?

Looks like ISIS managed to hit Egyptian warship with missile of some kind. Details are sketchy, but from the video looks like Egyptian vessel is badly damaged . Question of course arise who would supply such sophisticated weapon to ISIS .

Islamic State-affiliated militants in Sinai say they have carried out a missile attack on an Egyptian naval vessel in the Mediterranean Sea.

The militants, who call themselves Sinai Province, posted pictures online of what looked like a missile followed by a large explosion on the ship.

Egyptian officials said a coastguard vessel caught fire after a fire-fight with militants on the shore.

The army said there were no casualties, contradicting the militants' claim......

I wonder if the western countries opposed to ISIS are willing to tee off their middle Eastern allies to fully support and compensate the Kurds. The Kurds are one of the few and most effective groups against ISIS considering our nominal support in their operations.

Would full military support and even the promise of statehood as a reward to the Kurds for their efforts against ISIS?

Well, Islamic militants did use a TOW type anti-tank missile to strike an Egyptian Coast Guard Patrol boat today. These are not as hard to get as a more sophisticated, true SSM.

The Egyptian vessel struck appears to be a small, 26m (85ft long) Egyptian Coast Guard Patrol Boat built by Swiftsure. Such a vessel is a fast patrol craft and displaces 60-65 tons, and is lightly armed with maybe machine guns and perhaps a single 25mm cannon at best. Nothing really capable of intercepting such a missile.

We can see from the photos that this vessel's superstructure appeared to burn down to the main deck. But with 5 water tight compartments it is probably not in danger of sinking.

Pics of this attack on the small patrol boat:

Short answer no. There are way too many countries that would oppose such a move. Saudis, Qatar, Kuwait even Turkey would most likely oppose any major help for Kurdish forces. Heck.. It's a known secret there are many folks even at the highest levels in these countries who are closet ISIS sympathizers.

Islamic State Attacked Egyptian Coast Guard Swiftships 26M Patrol Craft with Kornet ATGM
Photos published by Islamic State showed a guided missile flying towards the vessel and an explosion on what the group said was a “frigate.” The vessel hit in the attack looks in fact to be U.S. Made Swiftships 26 M Fast Patrol Craft.

The missile used in the attack is not an anti-ship missile. It is most likely a russian made 9M133 Kornet Anti-tank guided missile (ATGM).
