Apparently not Huntec (which is based in Beijing), after some searching it is a company called 甲胄战术装备 (based in Hunan) roughly translates to “Tactical Body-armor equipment".Top photo has been around since at least 2015 and shows a civilian with Huntec body armor.
Sure no problem, I found the original video. It is a show from 2016 called "Dialogue", in this episode they are showing some applications of graphene with a panel of researchers. Reportedly graphene is also being researched for vehicle armor. I took the second picture off a news site.Do you have the link to these videos so I can have a look at them? Thanks!

SWAT from different cities across China. Some cities on occasion invite instructors from HK SWAT. China spends quite a bit of money on internal security, allegedly more than on the PLA which focuses mainly on more destructive weapons rather than tactical equipment. That might change under Xi Jinping's restructuring. There are plenty of tv shows about SWAT competitions in China.
