I can't be sure, but I think these are old style PAP vests, although the Velcro patch on the chest appears to be new.

The vest is just the standard issue Type-21 used across the greater PLA. From what I'm aware PAP still regularly issues them alongside their dedicated duty plate carrier. The PLAN does the same in terms of issuance with both the Type-21 and the newer dedicated Maritime Plate Carrier.

Yeah, you're right. These are Type-21 vests.
