All of the participants are PLAN marines (they are most likely sof but I can't tell if they are part of Jiaolong or the reconaissance teams though).

I think this helmet is new. The side rails and the ear cutouts are different from earlier PAP light-weight helmets.
Now the same helmet is seen with PLA personnel.
