Wonder if those are rubber bands running around the device and what they are for.
They're put on to mitigate any IPD shift between the housings once set to the desired range. As someone who's had a chance to use GPNVGs I wouldn't imagine them necessary unless the housings have some play in them that could cause lateral shift along the IPD rail, or the owner just prefers an extra level of security/redundancy to absolutely make sure there's no IPD shift. I'd gander more in the camp of added security over some kind of QC issue.

The Red Wings Forward Intelligent Squad System was unveiled at H10C3 in Hall 10 of the Zhuhai Air Show. The system aims to solve the problems of "weak detection and perception ability, difficult target comparison and identification, and lack of accompanying firepower platforms" for tactical units. It is mainly composed of three parts:
1. Military Augmented Reality System (MARS), which realizes 3D perception based on SLAM technology, can integrate visible light, low-light night vision and thermal imaging images, and can integrate the situation of the enemy on the battlefield, unmanned platform images, 2/3D GIS maps, Information such as mission instructions are superimposed in the real world, effectively improving the individual soldier's ability to carry out missions.
2. The tactical self-organizing network communication system (MESH) adopts the centerless self-organizing network technology, which can realize large bandwidth and high redundancy communication, and greatly improve the situational awareness sharing and tactical coordination of manned/unmanned platforms in the team.
3. Intelligent unmanned platforms, including fighting robot dogs, unmanned vehicles, unmanned aerial vehicles, unmanned weapon stations, as well as cruise missiles, flying grenades, micro-rotors, etc., can perform autonomous actions and automatic operations without communication. Lock the target, or directly transmit the reconnaissance video and 3D point cloud to the individual soldier or the rear command post, and cooperate with the team to form a "manned-unmanned" distributed perception kill network.

It’s a low-cost (money and weight) and low-tech but highly effective insurance/back-up to keep your NODs safe in the event the mounting fails for whatever reason.

Everyone who owns and/or uses NODs out in the wild for prolonged periods of time would never go without something like this.

You don’t want to throw thousands of your own money down the drain and/or be mission-killed because of a whoopsy with a loose thread or bad screw.

Many helmets have integrated bungees with hooks for this exact purpose.
