It looks like they are just the vests. No plates.

The subtitle on the second image says:
"这个战术背心前后片均设计软质防弹层袋和插板袋" -The front and back pieces of this tactical vest are designed with soft bullet proof layer pockets and flap pockets for plates.
So I guess the plates are not shown but do come with the vast separately
Is it really "high altitude" or just better cold weather gear? High altitude would imply something like better UV protection, pressurization, etc.

They are special high-altitude gear, first unveiled in October of last year and specifically ordered for border troops. They are also a follow-on to a previous iteration of high-altitude gear that was unveiled in 2018 (in old camouflage patterns).
Front and rear plates' pockets. No side plates though.
Actually, they are PAP Special Operation Soldiers.
