even after recent flashpoint at Indo-sino border , these troops are not issued with bullet proof vest. Is it because it would be heavier in high altitude ?

That's a German Shepherd, it can be out when -20C for hours without being cold especially during high activity like climbing. Add a high protein diet and the double fur coat, it will be too hot when it's 10C
