You misunderstood, it is actually a helmet that blend with environment through optical camoflauge. XD
This is indeed welcome news. The sight of PLA soldiers without body armour is to me a sore for the eyes. How can you have stealth fighters and 10000 ton DDG's but don't have basic protection for your soldiers like a bulletproof vest.
People here say that this is either because China is planning something or China has a heightened sense of threat. I would say this is just part of the overall modernization of the PLA. Modernization is not just about the big ticket items like aircraft carriers or hypersonic missile's but its also about the small things like bulletproof vests. Small things that can make a big difference on the battlefield.
Judging from the empty cases this is either the new 5.8mm LMG or the yet unseen new 7.62mm GPMG.
Based on current trend with upscaling 5.56mm machine gun to 7.62mm like in Germany (MG4,MG5), Israel (Negev, Negev NG7), and US (M249, Mk48), I think the new 7.62mm GPMG might be a bigger version of this:

Take a look at this soldier's combat uniform. Take note of the different fabric in the chest area, the collar zipper, and the pocket on his left shoulder. This uniform seems like a cross between the new combat uniform and the old Type 07 uniform. That left sleeve pocket is unique though. I've never seen a sleeve pocket with that orientation on any Chinese military combat uniform until now, or maybe it was just his sleeve being worn at an odd angle. I wonder if this is an interim or experimental solution of some kind.
