The IN isn't creating a carrier strike group, it's updating an existing one to maintain it's position as the dominant sea power in the Indian Ocean.
The IN is bulding a carrier called ADS, while purchasing the Gorshkov from Russia. Although this is only 1/5th of the number of US carriers, it is sufficient for force-projection in the Indian ocean.
If the IN gave up on carriers and built cruisers instead, then Pakistan might have a chance of catching up at long last, so there is no way the Indians will let that happen any time soon.

No IN's plans are meant for force-projection around the Indian Ocean. Many frigates and corvettes are commissioned, and under order. 7 stealth frigates are going to be ordered. Just today, a new LPD (formerly USS Trenton) joined IN's Eastern fleet as INS Jalashwa.

The ADS was renamed the IAC (Indigenous Aircraft Carrier) some time ago, and long term plans call for a second unit to be built, though this may be an enlarged design.

I was referring to the IN building large missile cruisers (not DDGs) INSTEAD of the carrier program, which a previous poster had alluded to, as an improbable scenario. The IN has had an amphibious capability for some time though the new LPD is a significant step change and so may be considered both evolutionary and revolutionary at the same time. Overall the renewal of the IN is shifting from simply renewing it's long held sea control role to being the dominant power projection force in the region, so again both evolutionary and revolutionary.
