This likely a training torpedo. as Normal torpedo with live warhead is unlikely to get washed.
Torpedo are designed with negative buoyancy (tendency to sink) So live warhead may sink after firing. Training unit tho may have flotation which allows it to float upon exhaustion of propellant.
I wish they would start a new offensive war against China. Gives China the international political space to recover South Tibet.
