The point of building a nuclear deterrance is to BE a credible threat. Like it or not more nations around the world are acquiring nuclear capability, and unlike the cold war, the "delivery system" today isn't limited to missiles.
You need more than 1-2 boats, because to provide for continuous coverage, you have to account for down-time and maintenance. You cannot negelect maintenance and repairs on submarines. With surface ships, even if the engine breaks down you can keep floating and get a tow back home. With a subs several hundred feet under water, you're in a world of trouble.
Generally speaking it'd take 3-4 subs to maintain continuous coverage. With 4 SSBN's the PLAN can provide continuous coverage in the Pacific, and with 8 the PLAN can provide continuous coverage in both the Atlantic and the Pacific.

The PRC is in a different situation, since it does not own "oversea" posessions. And I don't mean Nansha islands, I mean islands far away like Falklands. Old imperial powers with oversea posessions need the strength to maintain their ownership.
