Good point ... as far as I understand the regular proceedings of flight testings, all is done in the early stages at the CFTE at Xi'an-Yanliang, where also XAC has its factory and production facilities. Only later on in the phase of testing these types are transferred to the FTTC at Cangzhou-Cangxian, Jugucheng or esp. Dingxin.
But if others know more ... I'm eager to learn.

New nuclear posture review(2018) mentions neither rumored regional nor strategic bomber for China in development.
They mention only nuclear delivery systems, though. Are americans sure this won't be?
