At the moment - if Huitong cannot give a better explanation - I would call this indeed disinformation since spreading fake news to fool us & confuse is always a possibility since they know how eagerly we (including myself) are posting such „news“ and ask for proof, where does it come from (and me what‘s the serial number).

I saw it once on Weibo (can't remember the exact profile).

Basically some guy who came up with the "The water is already cold" one-liner sentence (implying that the H-20 project has been cancelled), without providing any tangible proof to back up his claim.

And unlike the likes of Cute Orca, Yankee & Co., @万年炎帝, @Oneninety, @伏尔戈星图, @Oneninety and other reputable Chinese military watchers and commentators on the Chinese internet, that guy is a nobody (in fact, I don't think we have ever heard of him until he made that claim on the H-20).

So I suppose it's better to just leave that claim at that - Disinformation.
