* KSE= Koulutuksen Suoma Etu, finnish army slang, translating something like "advantage from higher training" eq, the excuse that longer serving NCO and officer conscripts used when we regular grunts whined about their benefits...

this is ridiculously tough. kudos to pointblank for making us think :)

ok, my final guess on this: field sewage pumping station? -- just the thought of that sends a shiver down my spine. and i hope i'm wrong. :p

No further takers? Ok, here's the answer:

What you see collectively is the MLBU (Mobile Laundry and Bath Unit). In the background is a ROWPU (Reverse Osmosis Water Purification Unit). So two of you guys were correct, but you guys needed to combine the functions.
