This will be a dual communication/earth observation constellation. When build Germany will have atleast the third best earth observation capability in the world. It also will help to elevate Germany to the most important space nation in Europe before France.Sure but neither is StarLink a military system.
Without a reusable launcher you won't get the viable economics to put in place a large satellite constellation. And the military alone cannot afford such a system. It needs to be dual use civilian-military.

I actually think they are buying all these ammo to then supply it to Ukraine. The acquisition budget seems designed entirely for ground warfare which is unlikely to happen in Germany.
