Western governments want that to decouple from China policy.
Western semiconductor industry want to decouple from the decouple from China policy.
Does this make sense?

Even their domestic policy is being questioned. Florida's "China investment" laws are very strict and discourage investment. If a Chinese EV maker wanted to open a factory in the US, it would actually be impossible to do so in Florida due to the laws.
Even Texas killed a similar bill in the end.
Xi Jinping has been accused in the media of creating a hostile business climate towards private companies, but the reality is that the US has done the same or even worse.
