Looks like Xi-MBS meeting is going to happen real soon 
1. The American government, banned Huawei products all of them, on a federal level.
2. The American system of government, the individual states have a lot of power. Huawei bans on the state level must be enacted by the states.
3. Since the states never really bothered to ban Huawei, they still buying that equipment, and from other banned Chinese companies.
4. President Trump, followed by Biden, still lobbying aggressive worldwide, telling everyone, "DO NOT USE HUAWEI!!!"
5. The states don't listen to US president. Who the hell will listen?
