what the hell was a commercial oil tanker doing right in the middle of a full blown NATO exercise?

this was not a small frigate it was over 5,000 tons a very expensive

First, I don't how serious the damage was but war ships usually have many sealed compartments which if one or two compartments floods, the ship still float. So the collision should be very strong. Second, the ship didn't sink immediately, why they just can't stop it from sinking, they logistics and disaster relief of the Norwegian armed forced is just too weak. Finally, as asif said, they should set up a no pass area before the exercise. if they have live firing, those civilian vessels would be in danger.

INGSTAD in 3 weeks, place the damaged ship on a barge and get her to Haakonsvern naval base near Bergen for evaluation. A "very demanding" salvage challenge at that rate.

I'm no expert, but that looks like a near impossible task to salvage. Even if they manage to salvage the ship, the cost to restore the ship would be prohibitive I would think.

Not impossible just really difficult. Probably a lot easier then the Russian Dry dock. The question is then what happens next. Is she repaired and put back to Service? Scrapped and used for spare parts?
That will depend on money.
By grounding the shop the crew did make salvage easier but didn't do repairs and restoration crews any favors

It was such a shock to hear the news of the HNoMS Helge Ingstad running aground, but glad the crew are safe. But you are right Terran, even if she is salvaged, will she placed back for service or will the cost be prohibitive. With the Russian sub scare in Sweden 4 years back, I wonder if the Norwegians will be very insistent on salvage, to at least prevent any possible Russian 'investigation'?

Russian dry dock is a problem, because there is no way to have a new one on time. It is quite a dumb structure.
Norwegian frigate most likely is a total loss, because what cliff and tugs haven't done to her hull, salty water will do to all her fancy electronics.
Judging from outside is a bad thing, but there are many indications what crew was so profficent at abandoning and tugs at beaching the ship, what they have essentially killed her.
