If we take Shandong as the precedent, then yes most likely it will stay in Sanya for commissioning.

Eastern TC naval bases are too close to Japan. Japan is less than 650km away and South Korea is less than 500km. They are too close for missile attacks and the alert time is too short compare to Sanya naval base.
Hostile submarines in East China sea were/are common. An example, an Australian Oberon class submarine sailed into Chinese water off Shanghai on spy mission and was exposed after its propeller was entangled by fishing nets. Now a days, US navy deploys mainly unmanned under water spy drones.
Btw, small note, the official PLAN Twitter account used "PLANS Fujian". Though the person/group running the account is likely much lower level
Also, something to consider is that transiting the Taiwan Strait with an aircraft carrier is extremely political in nature. Such an action certainly involves much greater participation from the PLA and CCP leadership, as opposed to a simple sail by the CSSC.
Aircraft carriers do not belong to any TC navies, they are directly commanded by CMC. It is similar to the former 2nd artillery corps (now rocket force) in that they stationed in a military district (now TC) but did not belong to any military district. They only happen to have their home ports within a TC's operation area.
