Honestly I don't know how many will be commissioned this year.
The difference is that not all of those vessels are in advanced stages of construction (and certainly not having five in such a stage at one single shipyard), but rather in various stages of module assembly as well as steel cutting.
It's not an exaggeration to say that Chinese surface combatant (destroyer, frigate) construction capacity in their naval shipyards is something that meaningfully exceeds the US and has been the case for a while.
The measure for this is not "number of destroyers/frigates under any stage of construction/fabrication at any one time" (because that is not something we know for China) but rather "annual launch rate" which is easily discernable and measurable.
