If they are going for province with significant sea influence there is only Guangdong or Taiwan left. Hainan is taken. If they go North again there is jiangsu. After that only Beijing is left of any significance.

Pretty sure we left out 浙江 Zhejiang Province, which is also near Taiwan, but I don't want to get into hypotheticals here.
Uhem. Shanghai?
The Liaoning was named for the province in which she was brought to service. It seems now Shanghai is owed one?
Shanghai is not a province.
Neither is Beijing. Both are direct administered municipalities on par with province in seniority.
Beijing is obviously not a province. But it is capital so it could get a pass?
