If speaking of just aircraft carriers as a whole, then Shandong takes that "first" title in China.

yes but lets be honest its CV-17 is a copy of CV-16 with few changes
003 is a ground up designed and built by China
To be fair, every design will inherit something from its predecessor. It is only up to oneself to define ‘few’ or ‘many’ changes.

So many countries want a copy but seldom ones realize.

At the Admiral Kuznetsov there is a place where the ocean tug can push the aircraft carrier. But the Chinese seem to have more faith in ship propulsion and are forgoing that option ... if the computer model is supposed to represent the real ship.
Saying CV17 is a copy is an insult to all engineers and designers in the world. Many nations can’t even make a needle let alone a 50k ton warship with millions of parts and indegineous hardware.
