how does it compare to the HMS Queen Elizabeth ?

The HMS QE is more comparable to something like the Liaoning (001) or Shandong (002) to be honest.
003 will be tremendously more capable. Because of the catapults the amount of payload delivered to target should be much higher.
I often see people saying the HMS QE has this insanely high maximum aircraft takeoff rate because of VTOL. But the thing is if you use VTOL your payload will be tiny. So you have a load of aircraft on the air with next to no weapons on them and probably no range. That is why the QE has a ramp. VTOL is only supposed to be used either for emergency takeoffs with just a limited air to air payload or landings after the weapons were dropped. In regular takeoffs the aircraft should use the ramp to maximize payload.

To be honest I hate VTOL carriers as a concept. They are better than no carriers, but it's no contest between them and a carrier with catapults. A STOBAR carrier like the Liaoning is about as effective in practice during regular operations and the aircraft a lot cheaper.

Queen Elizabeth class is designed and equipped for, but not with, catapults. They can be converted into CATOBAR carriers in a relative small refit.

But they would still be notably smaller than 003.

Someone on Reddit just flew over 003 and shot 2 short videos. Yes, you can clearly see the work on the last catapult has started. And the chunk of the container ship used to block 003’s access to the river is gone. Maybe the construction is entering the last stage and they are preparing for her launch now.

Neither one is finished. It'll still take months to launch.
