Kittyhawk, Invincible, Clemenceau and Kiev class aircraft carriers were never limited to near-shore operations. So is Type 003.

With enough auxiliary logistic ships, a conventional steam powered aircraft carrier could be sent to and operated anywhere around the world.

What I said is in the near future, Chinese Navy has no will play the police role in the world. The traditional defending strategy is not changed. OO3 will not go to middle east, Africa, Euro and America. It's servicing place will be limited in the pacific ocean.
