Seems so, the photo is apparently taken from the north-east side of the plant aiming south west judging by the relative positions of the two gantry cranes and the two tower cranes.

The installation of a military grade propulsion system on its own will take long time , with debugging.
IT supposed to be first in class, with engineering problems never encountered before.
Especially since the news reports I have seen claim it will have IEPS and EMALS. Not sure if the PLAN decided to go with steam or gas turbines for the Type 003 class CVA's. So as China's first CATOBAR carrier and with several new technologies being introduced, there will be a major learning curve involved.
