If this is the bow section it looks very much like a ramp... but that would mean no. 003 is not a CATOBAR.

IF 003 is possibly not a CATOBAR than why not continue building the same type of ship in the Dalian ship yard? I mean that way you can keep the same personnel, engineers, managers, workers and equipment in the same place with the extensive they already posses from 002.
