In a since-amended news release outlining the company’s future strategic direction in all of its business areas, the state-owned China Shipbuilding Industry Corporation, or CSIC, said the shipbuilding group will redouble efforts to achieve technological breakthroughs in nuclear-powered aircraft carriers, new nuclear-powered submarines, quieter conventionally powered submarines, underwater artificial intelligence-based combat systems and integrated networked communications systems.

CSIC is responsible for both civilian and military shipbuilding activities in the north and the west of China.

The company release added that these breakthroughs are required for China’s People’s Liberation Army Navy, or PLAN, to enhance its capability to globally operate in line with the service’s aim to become a networked, blue-water navy by 2025.

The original news release, which Defense News has seen and translated, has since been deleted from CSIC’s website and replaced by one missing all references to the details listed above. The updated release instead merely notes that the company “must resolutely implement (Chinese President) Xi Jinping’s thinking on strengthening our armed forces and take the building of a modern warfare system with Chinese characteristics as a guide to speed up breakthroughs in key core technologies.”

CSIC was responsible for the refurbishment of China’s sole operational aircraft carrier, which was originally laid down as the Soviet Union’s Admiral Kuznetsov-class carrier Varyag. The hulk was acquired from Ukraine in the late 1990s and entered service with the PLAN in 2012 as the Liaoning.

The company is also building China’s first indigenously built aircraft carrier, a slightly modified version of the Liaoning featuring various improvements. The ship is currently being fitted out at CSIC’s shipyard in Dalian, where the Liaoning was refurbished.

China is also reportedly planning a larger, conventionally powered aircraft carrier that will be equipped with electromagnetic catapults to launch aircraft, having previously claimed that it has made a breakthrough that will see the ship generating sufficient power to operate the power-hungry catapults.

The PLAN’s current aircraft carriers can only launch aircraft using ski-jumps, which restrict their ability to operate aircraft such as turboprop-powered airborne early warning aircraft.

That particular aircraft’s engines are unable to generate sufficient thrust to take off from an aircraft carrier without catapults, instead relying on lower-flying helicopters fitted with radars for the carrier-borne early warning mission. This in turn limits the PLAN’s carrier battle groups’ effectiveness in the fleet’s defense mission.

Collin Koh, a research fellow at the Maritime Security Programme of the S. Rajaratnam School of International Studies in Singapore, told Defense News that a Chinese nuclear-powered aircraft carrier will facilitate the continued increase in China’a naval presence, with its longer endurance compared to conventionally powered aircraft carriers allowing longer “out of area” operations in distant waters such as the Western Pacific and the Indian Ocean.

It will also allow the PLAN to respond faster to contingencies, such as showing presence at regional hot spots, or humanitarian assistance and disaster relief operations. Koh cited the U.S. Navy’s use of an aircraft carrier during relief efforts following the devastating 2004 Indian Ocean tsunami.

He added that the PLAN will benefit from its experience with operating nuclear-powered submarines if or when it introduces nuclear-powered aircraft carriers, despite the possibility of initial complications regarding logistics and infrastructure to support nuclear-powered surface vessels.

The builder of the Navy's aircraft carriers has become able to make new, larger carriers, according to its chairman.

Liu Zheng, chairman of Dalian Shipbuilding Industry in Liaoning province, said his company and its parent, China Shipbuilding Industry Corp, the world's largest shipbuilder, have acquired the ability to design and build aircraft carriers-the most technologically sophisticated of all surface vessels.

Their capabilities have been gained through construction of the CNS Liaoning, China's first carrier, which was built based on a half-finished, imported Soviet-era vessel, and the nation's first domestically designed carrier, which is in the final outfitting stage before starting sea trials.

"We have complete ownership of the expertise, in terms of design, technology, technique, manufacturing and project management, that is needed to make an advanced carrier," he said. "We are ready to build larger ones."

Liu spoke to China Daily on Wednesday as he arrived in Beijing to take part in the coming first session of the 13th National People's Congress as a deputy from Liaoning province.

The People's Liberation Army Navy operates the Liaoning, the sole aircraft carrier, which received an extensive refit at the Dalian shipyard before going into service in September 2012.

The Liaoning carrier battle group has completed several long-distance training operations and cross-sea, live-fire exercises. Dozens of pilots and landing signal officers have become qualified to operate the J-15 carrier-borne fighter jet aboard the carrier, according to the Navy.

Construction of the nation's second-and first indigenously designed-carrier began in November 2013. It was launched in April and will start sea trials soon.

Once completed, the gigantic ship will have a displacement of at least 50,000 metric tons and a conventional propulsion system, and will carry J-15 fighter jets and other carrier-borne aircraft. Like the Liaoning, the ship will use a raised, "ski jump" deck for launching fixed-wing aircraft.

The new carrier's name and hull code remain unknown. The Navy usually makes public such information when a ship is commissioned.

Several aspects distinguish the new carrier from the Liaoning, according to the Navy. The new carrier has more space to accommodate fighter jets; its superstructure is shorter; it has better radar; the landing section is longer, and its air command bridge is larger.

Xiao Ning, editor-in-chief of Weapon magazine, said that the second carrier will have different missions than those of the Liaoning, which is mainly tasked with testing equipment and weapons and training personnel. The new vessel will focus on duties for which most carriers are built: running combat-ready patrols and safeguarding the nation's maritime sovereignty and interests.

PLAN already has an aircraft carrier, 51 surface combatants displacing >4000 tons, 13 replenishment ships and about ten nuclear submarines. How is it not already a "blue water navy" and what is expected to change between now and 2025 that will make it one?

Technically it already is when all is calm but I think the bar here is for them to secure waters within the 1st island chain and concurrently sustain limited blue water operations beyond the 1st island chain even in a hostile environment.
 
IMO, this language indicates that the construction of 002 hasnt started yet. Perhabs it is approved/iminent, but not initiated.

Being hemmed in by maritime geography and with multiple major flashpoints close to home for China I've always thought that carriers would be lower on their priority list relative to building up their destroyers, subs, land based airpower and missile forces. The forum has an ongoing bet regarding China's carriers.

With China apparently preparing for crisis mode, see the thread regarding their removal of presidential term limits, I wouldn't be surprised if building, rather than researching, carriers have fallen further down their priority list.

Who defines what a blue water navy is? If you asked some people, they'd only admit to USN being blue water. Who cares about these arbitrary, useless words. I hope China does not brag about its military capabilities and continues to hold its tongue until it is well and truly superior to the others. 2025, 2050 etc are just domestic goals. In keeping with cultural tendencies, Chinese do not like talking themselves up that much. Modesty is actually a more common trait around the world than people think. It is just that CPC does not want to feed ammunition to the people that hate China and Chinese. We can talk about it here in this quiet little corner of the universe though. PLAN is being made more capable with the remarkable pace of building and improvements in fitted weaponry and subsystems. When new carriers get inducted, they will be sending unwanted attention around the world and the usual suspects will be writing and saying the usual crap they've been for years now. Learning how to effectively use the carrier/s and carrier assets properly would be far more useful than just building a handful. But building many of them for the SCS can't hurt either. Only improves the range of those navalised flankers.
