More like its not officially encouraged, so its not done in the governmental level, public institutions, etc,.. But for private individuals and businesses, you can do whatever you want.

Are you suggesting that the 002 is a private enterprise and not a government program?

Maybe someone in a high level ordered it. They are probably waiting for someone at a very high level to do the inauguration. I have a theory it might be Xi Jing Ping himself.

The obvious follow up question is why would the disclosure of the number in any way diminish the prestige or value of the official inauguration - if that indeed was the reason?

No. I don't think there is any superstition reasons behind it with 002. You can do this with commercial ships --- shipping industry is traditionally superstitious, but not with the government.

Another thing about modern Chinese culture is that they are also continuously creating new customs and ceremonies on their own.

I have no idea. It must have been ordered from someone at a very high level in the hierarchy, and it would be hard to get into that person's thinking.

Word is that 002 has indeed been named 'Hunan' but still pending verification. Waiting for the pennant number now.

If this news is accurate, the commissioning should be happening sometime around now, or within the next hour.

Or it might just be a rehearsal? People still aren't sure if anything is going to happen today at all.
