It is PLA "army" ship.

It is probably 17. In one of the pictures the stroke is slanted, it should be part of number 7.

LY955 stands for 陆运 L(u) Y(un) "Army Transport". Transport landing ship of the ground forces of PLA.

I don't know ... esp. since the PLAN surely has enough experience in painting numbers on warship hulls.

The Type 002 carrier at Dalian is still waiting no be numbered and at least I can't see any sign that there is work on it today.
