Only the cross deck pendants are missing. They are interchangeable within seconds. Presumably, they were removed for painting the deckmarkings.

Here's a video of a cable being changed on USS Kitty Hawk (CV 63)..dunno know when..It takes on two minutes for the complete job. This crew was being timed.

The soviet designers had very well defined ideas about crew comfort.


If it doesn't required for survival then it is to make the ship more comfortable, means it is not needed.
