Right. If the island's complete, the flight deck sealed over, and the engines on line, why NOT launch the ship? All it needs is a coat of paint up to the waterline. The rest of the installation can be finished at pierside.

True, but it might be cheaper to do more of the installation work before she is floated out. It is not likely that the dock will be needed to build a merchant ship in the current state of World merchant shipping. Perhaps, unknown to us, they need to dock Liaoning.
