Lieutenant General
Time line of CV 17 construction via Icloo. Using the same timeline we can guess the first appearance of CV18 keel around the end of this year or first part of next year

Construction timeline of China's first domestic built aircraft carrier.

Cutting of steel to appearance in dry dock took 1 year and 5 months. Fabrication in dry dock to launch took 2 years, out-fitting took 1 year.

Captain
Note that the report of the national television channel CCTV-13 unveiled the name of the captain of this new Chinese aircraft carrier. This is Rear Admiral LAI Yi Jun (来 奕 军), former leader of the 8th Frigate Flotilla and captain of the 522 Lianyungang frigate (Type 053H3), and elected the best commanding officers of the Chinese Army in 2010.

Little is known about this new commander of the building but unofficial sources indicate that LAI is "very intelligent" and has a "very good level in English". He would also be a "great collector of knives", but all of this remains to be confirmed.

He got this from pop3, who posted an intro of Adm. Lai and is a personal friend thereof.

Adm. Lai, known personally to me as Lil' Bro Lai, hails from Hangzhou, Zhejiang. He has previously been captain of a 053H3 (FFG 522) before getting promoted to XO of a 051D. He subsequently assumed command of the Shanghai Frigate Flotilla. He is a very intelligent fellow and speaks fluent English. He was previously slated to become an overseas military attache but got sidelined due to political infighting. He is a bladed weapons enthusiast and has a large personal collection of them. Some years ago for an exercise hosted by a foreign country (Pakistan, 2007), Lai's ship (522) replaced the intended vessel (523) on short notice after the latter's CO's came down with a serious illness. In said exercises, Lai's ship achieved 100% first-shot accuracy on every shot, enhancing our Navy's image.

Lol, the way I see it, he got lucky he didn't get the military attache role. First captain of the PLAN's first domestic carrier vs a nondescript embassy attache. Please, only one of those positions will go down in history books... and he got it.

As for the Russian pilots getting trained on it, they may just use the ski-jump on the Liaoning instead- if they later decide to have CATOBARs, land based CAT will be used 1st for training, with less risk of losing planes & pilots over water; perhaps then they could send them to China before their new CVN is ready.

While true, anyone within the PLAN that had that skill would be very young. Pilot background, carrier squadron command, large ship command, nuke school are all required before getting a chance to be a carrier Captain. No insult intended, but China has nobody who be considered for a carrier in the US Navy. And BTW, the pilot requirement started in 1926.

It will be interesting to see where this goes in 10 to 20 years (or if carriers are even viable by then) and what background China's carrier Captains have by then.

Not necessarily, they could use experienced NAF &/ AF Su-30MKK/J-11/16 pilots & retrain them for J-15 carrier ops. But they don't have a high ranking well rounded fighter pilot yet needed to fill this billet. In some more years they will, & the PLAN may be called PLN or something else w/o the word "Army" by then.

That's a good example and image of the chain of promotion within the PLAN. It definitely shows the entry point to be on the smaller ships (OPV, FAC, corvette, frigate) before being promoted to destroyers and larger vessels. That the smaller vessels are used as a proving ground for personnel to be used on the larger ships.

They'll find out later that a CO (Commanding Officer) must/better be a former pilot & squadron commander, not just a SW (Surface Warfare) officer, as knowing large ship handling isn't enough on CVs & CVNs.
